Permanent residence fee rises to ¥200,000
Permanent residence now costs ¥200,000 in revenue stamps when it's granted, up from ¥10,000, for applications received from 1 October 2026.
You pay only if permanent residence is granted, in revenue stamps (収入印紙), so a refused application costs nothing. Applications received by 30 September 2026 still pay ¥10,000, even if they’re granted later.
ISA can cut the fee to ¥20,000, but for permanent residence that’s limited to spouses and children of Japanese nationals, permanent residents and special permanent residents, and similar cases. They must also meet ISA’s hardship or humanitarian criteria and apply at the counter, because the online system doesn’t handle reductions.
If you get a combined residence card (特定在留カード) when you’re granted, a card fee may be added.
