Residence card and My Number card can now be combined

Since 14 June 2026, you can get a 特定在留カード: a residence card with My Number card functions built in. It's optional.

Any mid- to long-term resident on the resident register can get one, and special permanent residents get the equivalent 特定特別永住者証明書. Residence cards also got a new design, and some of what’s printed on the front changed with it.

You can keep two separate cards if you prefer. If you want the combined one, your city office takes applications when you register your address; otherwise you apply at a regional immigration bureau.

It’s optional for now. The government’s January 2026 plan says it will look at how to get all foreign residents to hold one in principle.
